Create/Edit a Position - Remove "1 - New Position" for non-HR Specialists

Hi all.

I've been asked to make "1 - New Position" in Justification on the Create or Edit a Position page only visible to HR Specialists and I thought this could be on a List of Values. See attachment.

However, I'm not finding the list under 'Manage Actions" in Settings and Maintenance. I've also created a sandbox to look at Structure but I do not see a LOV name anywhere.

Would "1 - New Position" be on a LOV or somewhere else? Or is there another way in a sandbox to show New Position just to HR?
