Add goals to Manager's reportee's

Hi Team,

My HR Specialist is asked to by a manager to add the goals to his 14 reportee's. When tried he is able to add one one goal at a time to one employee but he cannot select all his reportees to add a goal. I know it was possible in 19 any thing changed in 20A. Please let me know the steps to follow to achieve this, also let me know if there is any other role he has to have it to do this.
