Direct Reports section is missing the Action Reason field

We have a requirement at DHL that Action and Action Reason should be mandatory for all transactions, this allows a more defined level of reporting on transactions that are completed through HCM Cloud.   However when a Manager Change is completed as part of the New Hire process there is no option to include the Action Reason in the transaction, and it doesn't appear to be included in HCM Design Studio.  

Previously in the Classic UI pages we had the option to include an Action Reason for any Direct Reports changes included within the New Hire transaction, which means that we have now lost that level of granularity we had previously.
