How to add and depreciate Fixed Assets for Public Sector?

with knowing that we work with "fund" accounting (i.e. all assets are charging expense accounts) 

so we can't charge assets GL account in AP invoice (so no automatic track as assets) 

also we can't use assets account for the cost (we only use expense accounts) 

 

any thoughts?
