Unable to create project templates

I'm logged in as Casey Brown in the demo environment and have navigated to 'Setup & Maintenance" area to look for 'Manage Project Templates' under 'Project Financial Management'. The search results show nothing.

Is there a step missing?

Also, testing Creating Project Template using rest web service as per: https://docs.oracle.com/en/cloud/saas/project-management/20b/fapap/op-projecttemplates-post.html and I am not able to. I have added the roles below to user:

Project Application Administrator

Project Integration Specialist

Project Execution


Am I missing anything else?
