What My Client Groups quick actions are delivered by Oracle for the seeded Line Manager role?

We recently went live with RUX with 20A and discovered seeded Line Manager role can access Change Location, Promote, Terminate, Transfer, etc, under My Client Group - Employment. See screenshot. 

Is that by design? I have an SR open but haven't got useful answer yet. My company has no MSS other than view Employment / Comp info under My Team.
