Looking to create a quick reference report for Division heads to see which employees have created goals and which have not

I have been trying to use the Goal management measures  using the count of all performance goals but I don't get anyone who has 0 goals. I've tried to create some custom measures but none seem to return the values I'm looking for. Essentially want to create a column called Goals Created with a Yes / No value by Review Period.

Also looking to only get 1 assignment per employee. So if the individual has more than 1 active assignment I want the one with the most recent start date.
