Unable to View supplier registration business classification attachment

Dear Team,

We are using supplier registration through the external link for one of our suppliers when reviewing the supplier registration request from Supplier UI, we are not able to view or download the supplier business classification certificate attachment which was submitted by supplier and getting an error message when clicked on like 'The attachment information cannot be retrieved. (FND-2406)'.

This is happening with one of the suppliers and the others are fine.
