Approvals: Is it possible to approve Employment changes without having additional data access?

Hello,

We have been asked by the business to create an approver for employment changes but we do not require these approvers to have any additional access (e.g. Person Management). These people have an Employee role, but would need to be able to approve changes for other employees from their department as part of a central resource planning function. The ideal solution would be to approve through the notification/email only with no additional data access. However, when testing this, the notification is sent but reads, 'You don't have access to this workers assignment info'. 

Does anyone know if there is a way this can be achieved? Any guidance would be greatly appreciated.
