USD Functional doesn't translate 1:1 to USD Reporting

Hi ALL

We have an issue with one specific recon where when user explained balance in Functional USD, it doesn't translate 1:1 to Reporting USD amount. I made sure the rate table is empty. Since both Functional and Reporting are same currencies - i would expect to see the same amount in reporting. attached a screenshot for your review. This is weird since none of the other profiles has this issue except for this. I even tried deleting and recreating the recon several times, but no luck. Any help is much appreciated. Thank you!
