Generate Invoices Report shows no Invoices

Summary

We have created a contract for which we are trying to generate the invoices. But after running the 'Generate Invoices' process, the execution report shows zero invoices created.

I can see on the contract that the Generated Invoice Status is in 'Draft'. Any advice on what went wrong?
