How to distinguish in approval workflow for Change location in Responsive UI

We have below scenario.

In current scenario, we are using Classic UI “Person Management” to update employee location and we have set auto approve rule hence while HR specialist updating any person location its auto approved.

For MSS transaction we have set approval rule so when manager performs his subordinate location change action its route to his Manager and then HRBP for approval.

So, in current scenario when employee has HR Specialist role and Manager role then its work in way that when same employee changes his direct reporties location using Classic UI “Person Management” to update employee location
