I am not able to see an option to author a tutorial as a Learner under Me > Shared Learning or under Actions drop down on Me > What to Learn. 

Under Shared Learning, the 'Tutorials Authored' does not have any 'Add' button enabled to add a tutorial. 

I have ensured that the Learner has the 'Manage Learning Self-Service Tutorials' privilege as part of Abstract Employee role. 

Please let me know if I am missing something here.
