Required learning not showing up under User's Required Learning

We had a course that we enrolled users in as required learning. We have about 4000 users in this enrollment and we have started to notice that some of them are not seeing the course in their required learning, but most are. Is there something about these users that we need to check to would be keeping them from seeing anything under required learning?
