Configuring a New Quick Action - Directory

Hello!

I am looking to create my own quick action. After mocking one up to access the Directory via Quick Action, it never shows up under the Quick Action list. There is no security or EL expression on the icon yet so it should show up. 

 

Also, if anyone has done this before and would share their setup, that would be great. I attached a screenshot of what I configured that isn't producing any results. My ideal is to have a quick action called Directory that takes you to the Directory page, not the Org Chart page. Its interesting to me that Directory is an Application Page, but not a Quick Action. I'm trying to emphasize quick actions with my user base.
