Aproval Rules for System Type

Trying to make approval rules for specific system person types

Hello, 

 

I am trying to make an approval rule for a country where there are three groups. 

1. For all employees in the legislation going to Standard HR Specialist

2. For employees in that legislation with the system person type of employee going to the Employee HR Specialist

3. For the employee in that legislation with system type Contingent and Nonworker going to the Nonworker HR Specialist

 

This is being returned with random HR specialists for that entity. is there a way to differentiate the three?
