Do we need to reset the Multi-Year Project number every fiscal year?

If we have projects that span for more than 1 fiscal year, 

Do we need to reset the Multi-Year Project number every fiscal year?

i.e. do we need to close the project and all its tasks at the end of each fiscal year, and open them again (with new project numbers) in the new year?
