ePBCS - Workforce - OWP_Calculate Employee Compensation not calculating according to start date

In Workforce our OWP_Calculate Existing Employee Compensation is not calculating basic salary -> expense amount according to the start date.  When we take a copy of the production enviornment and move it to another instance it does calculate salary correctly.

The screenshot shows the amount which are cleared in production when we run the OWP_Calculate Existing Employee Compensation calc in production.
