Employees should be able to void/change discretionary disbursements that they created

Employees should be able to modify the discretionary disbursement amount after submission

Content

Currently employees can only submit a discretionary disbursement request. They cannot edit the amount of hours  or void the request once it is submitted. Only the administrator can void the request or change the hours from "Manage Absence Records" page.

For the uncompleted /future effective dated disbursement requests, employee should be able to modify or void the entries. Similar to Absence type "Locked when Completed for employee" and "Locked when Completed for Manager" check boxes should be provided for discretionary disbursements as well. These boxes should lock only the completed entries or where future date is past from the current system date. The other entries should be editable to the employee.
