Created Custom Content Section using special projects not showing up

Hi all,

We are working on upgrading to the new talent profile and I've created a new custom content section using the specialist projects template. It is active and I've added Profile Content Section Access, but it's not show up for the employee or HR. Is there a step I'm missing to deploy the Section?
