Gaps in Responsive UI for Time entry

Previously using classic UI managers and administrators could query terminated employees and create time cards for them even after their termination date.
Currently under the Responsive UI managers and admins are no longer able to create time cards for terminated employees after their termination date.
Responsive UI managers and administrators are now unable to find the terminated employees in the search field.
The same issue also exists for employees having Inactive/ Suspended HR Status.
Do we currently have a workaround, so that managers/admins can create a timecard for the terminated week if the employee forgot to submit time?
