Receipt (GRN) Webservice intermittently sends error RCV_UNEXP_ERROR DBMS_SQL access denied.

I am using "/rcvProcessor/ProcessorServiceV2?WSDL" to create receipt agaist PO lines. Most times it works fine but occasionally getting below error

"Error "RCV_UNEXP_ERROR: The receiving transaction cannot be processed because an error occurred in package name rcv_preprocessor_utilities.derive_vendor_info with error code -29471 and error text ORA-29471: DBMS_SQL access denied."

While checking the interface table we can see the error and it also appears in diagnostic log. Anyone has any idea why does this happen ?
