Accessibility of comments in TRCS

Users are able to comment on data in TRCS/ FCCS, but our client has found that the comments are not as accessible as they would hope. For example, when you open the form in SmartView, you aren't able to see the comment upon opening. There is a way to change the coloring of a cell with comments, but that would be user dependent and ideally all users would be able to open a form and consistently review comments.
