Employee and Pending Worker Start date

When reporting off of person start date, it pulls the start date of the pending worker not employee.  For example.

Joe Smith - Hired as pending worker 4/1/2020

Joe Smith - Changed from pending worker to employee and real hire date is 4/7/2020.  

When I do a report, it pulls 4/1/2020.  How do I fix?  Is this something we need to account for on reporting end or can this be fixed at the UI Level to have the pending worker start date match the employee start date.
