Sandbox (Page Composer) is not working on Shipping: Create Exception Record

Hi Guys, 

I came across an issue while trying to customize Create Exception Record (Shipping Form) I want to attache a Web Page on that form but Sandbox is not working on it.

Navigation . Inventory Management --> Manage Shipments --> Actions --> Review Shipping Exceptions.--> Create Exception Record
