Restrict Shipping Method LOV on Shippment Header

Summary

I need to restrict shipping method List of values at header to values used in Shipping method at shipment lines.

Content

For Example:
Shipping method contains total 5 values for Inventory Org.say By Air,By Ship,By DHL, By Road, By Train.

When i created shipment ABC which contains 4 shipment lines 2 of them are tagged to shipping method By Air  and remaining 2 of them are tagged to By Ship.

When i choose Shipping Method at header of Shipment ABC ,it gives all the 5 values By Air,By Ship,By DHL, By Road, By Train. to select there but i need to restrict it to only show 2 values By Air and By Ship.
