How to set up Approval Rule based on Action Reason

I am trying to set up approval rule based on Action Reason for Manage Employment transactions

I am hoping someone can help with this. I am trying to set up approval rules based on Action Reasons, but I do not see the ability to choose from LOV for Action Reasons.

 

Has anyone has success setting up approval rules on Action Reasons?  I have been able to choose the attribute, worker's proposed assignment action reason code, but when it comes to putting in the value, I do not have the ability to choose from values.  Would I choose one of the other options, and enter the code.
