Want to understand if we can implement Project Resource Management Cloud as a Stand Alone application with out being implementing Oracle Financials or Oracle Project Financial Management?

If its possible to implement Stand Alone Project Resource Management in such case how the configuration of Project Foundation is done as i don't see any tasks under either Project Management or Project resource resource Management referred to common tasks for Project Foundation.

Even from the transaction point of view .. how the project is created and how Project Resource Management Application can be managed.
