Possibility to have Two different fluxes for rehire

Hello Everyone,
We are experiencing a kind of issue. We could not create two different fluxes for the Action type “Create Work Relationship”: one for the employee, the other for the external worker.
We notice that under “Create Work Relationship” action, there are the “hiring” action and the “Convert Pending worker. Both of these actions include the possibility to differentiate between employee or pending worker.
Is this an expected behavior? Therefore, would it mean that the system does not let you to create due different rules for the employee and for the external worker because this is an automatic behavior? (The system points to one of the two rule by default: such as “Hire” action if I am hiring, or “Add pending Worker” action.
