Waterfall analysis not showing as it should be instead showing line vertical bar graph

Waterfall analysis should show the changes from run to run. But, in SOP Cloud planning, it is showing as vertical bar graph with out any changes.

is it the expected behavior provided by Oracle as standard?

is there anyway to build waterfall analysis other than graph view that Oracle provided as standard (waterfall option)?
