How to enable another language

In the Item Globe icon i need to update description in another language



Can some one please advice how to enable another language. In my instance i only see one language installed the other languages are disbaled and i am not able to enable them in Manage Language tasks. 

As only one language enable i cannot update the description in another language. Can some share the steps to enable another language.
