Previously Loaded SCORM Completions Cannot Be Re-Launched

Courses loaded through a historically loaded are not relaunching

We rolled out Learning in May, 2020 and historical data was loaded from 2015 and beyond. 

Any SCORM that was loaded with a past completion cannot be relaunched even through the course and SCORM file are housed in Oracle. Users were given credit for the course and offering during the load. 

If a user completes a SCORM directly in Oracle today, they can relaunch the course. 

Any idea how to make historic SCORM completions viewable? Our team members like to go back and re-watch courses they have completed.
