How to manually change Postal Code for a specific city?

Hello experts,

an Italian city has just changed Postal Code. How can I manually change postal code for that city only, without working on the entire geography? Is there a way to do this? The expected outcome is that when a user define an Address and enter the new postal code, the city field gets automatically populated.
