Mandatory field in Quick Action

Hello,
I've created a Quick Action and defined the 'Comments' field as required in the "Comments and Attachments" section.
The problem is, that the users press the Submit button before getting to the "Comments and Attachments" section and the system confirms it even if they don't fill the mandatory 'Comments' fields.
How can I force the users to fill this field and do not let them to Submit until then.
