Implementing Sell Contracts - pricing cloud required?

We are looking at implementing sell contracts, but since we are a government organization, it doesn't really make sense for us to go the whole supply chain/pricing module route. We really just need a free form field for the amounts, since it could be services that we don't really have a uniform pricing sheet for.

Has anyone been able to utilize sell contracts without the pricing integration? It doesn't seem to be supported at this time.
