Disassociating a Division Classification from a Department

We are finding that you cannot disassociate a division classification from a Department once initially created.
Even when you go to the workforce structures to maintain the division association to Departments and inactivate the classification of it against a specific department it still remains resident on the Department.
We are having to re-create the department without the Division classification and rebuild the hierarchy and move all positions under them.
Please let me know if there is another way or if this is an existing enhancement request.
