Artifact Snapshot Import does not bring in all Shared Accounts

Found an issue in an application when trying to migrate a Artifact Snapshot.

  1. Import Artifact Snapshot from Prod to Test
  2. Errors due to an Account member being Label Only but also Level 0
  3. Check Prod and notice the Account member in question had several shared members as children.  Members is Test that are having issues do not have any children hence the error where these Label Only members are now Level 0 
  4. Check account.csv in Artifact Snapshot (\resource\Global Artifacts\Common Dimensions\Standard Dimensions) and verified that those members were included in the Artifact Snapshot that was imported.
