Check list task not getting tagged to owner

Hi Experts,

I have 2 Offboarding checklist, with Actions as Resignation and Termination, I have also tagged Performer as a Line Manager and Owner as a Area of Responsibility (HR).

When the checklist is triggered the performer part is working as expected, he is able to view and complete the tasks, but the tasks are not getting tagged to the Owner.

Can anyone help me understand why task is not getting tagged to the Owner, and how can we resolve this.
