lack of authorization while using seeded HR roles

Hi all,
Has anyone encountered a situation where using seeded HR roles + Employee role and Lone Manager role (just started a project and we have is yet to create custom roles) there is a lack of authorization in NUX and classic UI pages?
Can't search employee and the edit does not exist in some pages (like Person Details etc.)
Any idea?
Would appreciate some advice on possible solutions
