How Content Security Access Works ?

We have a question, we have created 2 Learning Specialist job roles by copying from delivered Learning Specialist job role (we did not remove any privileges). Then we have created a separate data roles to restrict access to Person Security Profile.
During testing the person security profile is working as expected and we are only able to search for employees that I have access to in Learnings. However, I cannot see any content created by another user. I don't think there is security for content/offerings/courses etc. I can only see the content I created. Why I cannot see content created by others?
