I am not certain where your BAR file came from, but if it came from an OBI 12c out-of-place migration, you may not have the correct BIServiceAdministrator permission sets specifically actio
See the example in Doc ID 2656979.1 to run grantPermissionSetsToBIRole.sh and  add all the default permission sets for the BIServiceAdministrator role
Then you can try again.
