PCS Reminder need to be changed externally/API/Lookup

Hi Team,

 We have requirement to make Frequency/Interval of PCS reminder configurable without touching production like options 

1. OIC Lookup

2. Rest API to update based on Application Lookup controlled by Business .

In general we need to be business controlled .
