R 13 20B:unable to see HCM infolet on homepage

Hi,

I am unable to see HCM infolets on homepage.

However, I can see Sales, Service, COmpensation infolets.

Also, I enter sandbox using edit pages and try to create a new infolet in existing options. I do not see create infolet option as well.

Can anyone guide.
