Accessing "Rating" from "Course Details" page, opens a read Rating page only, is intended or it's a bug.

 

Navigation: 

Once you opened a course from any navigation, if you didn't land on "Course Details" page, then click on Actions > "View Learning Item Details", this will take you to the "Course Details" page, from this page click on Actions > Rating, you will find that employee can't rate here, only can read.
