Correct Legal Employer

New employee hired into wrong legal employer

My understanding when an employee is hired into the incorrect legal employer is that the work relationship needs to be cancelled and then the individual will need to be hired again using the Hire an Employee flow. When the person details are entered the system will match the person record. When I try to hire the employee, I'm getting an error message that the "person number with this value already exists. Enter a unique value (PER-1531466)". I know that the person already exists but how do I get the work relationship created under the correct legal employer if I can't
