RUI: Display Pending Workers in Search Results by default

In Responsive UX transactions entered by HR Specialists, the first step is to search for an employee. E.g. via the Documents of Record quick action, the user first searches for an employee, then accesses them and adds a document. Pending Workers are excluded from the initial Basic search by default however. To access them, the user has to click on advanced search, tick the Pending Worker type, and then search for the employee. 

Is there a way to set the basic search so that Pending Worker records are always returned? There is a saved search option under the advanced search, but it appears that this is still only invoked when you go into advanced search - we don't want users to need to use advanced search.
