Assign Dynamic Group to Enrollment

Our company just established an annual training mandate. This training requirement can be fulfilled by the user completing a few options of courses or an ILT Session within a certain ILT Track. For the course options, we have decided to create an online course Enrollment that opens on Jan 1 and closes on Dec 31. We have close to 11,000 users (across multiple sub-LearnCenters), and are constantly hiring/adding new users on a daily basis.
To prevent from having to manually add new users to this Enrollment every day, we would like to assign a Group with dynamic criteria to this Enrollment so that we can have an accurate daily Learning Plan Status Report (which includes a Training Offering of all relevant Enrollment and ILT Track options) of who is complete or incomplete.
