Level 1 Help desk access to unlock accounts

I would like to create accounts for our help desk to be able to unlock accounts.Content
I would like to provide access to a third party help desk to be able to unlock accounts. There are only a few privileges that I can find that will allow someone to edit a user account through the Security Console. We are using Single Sign on and the biggest issue we face is accounts becoming locked. We have to keep both the native log in and SSO method open because of our vendor base that is not using SSO.
Is there another privilege that will grant access to the security console but only be able to lock or unlock accounts?
