Cannot Import Data from Nightly Backup

It's Giving error while importing just the data from Backup (any backup)

Experts,

  Is this new ? that we can't import just data back from nightly backups, or am I missing something. Today I tried for any EPBC Module i am getting the error saying "Essbase data imports supported during create application"
