Career Section Application Flow - Resume Upload

Hi All,

I'm having trouble understanding the functionality of the Resume Upload page in the application flow. We are attempting to make our application as short as possible and we don't need (or want) any candidates attachments other than the resume, so we omitted the File Attachments page. 

If a candidate uploads a resume on the Resume Upload page, and then moves on to the next page, that page disappears so they cannot edit their resume if they needed to (we're okay with this).

However I've done extensive testing on this and I'm getting inconsistent results when an existing candidate applies for a different submission. Example: Candidate A applies for job HR Manager and uploads a resume. A couple weeks later, Candidate A applies for job Finance Manager but when this candidate applies a second time, for a brand new job, they are not presented with the Resume Upload page. But, I've also tested where they are presented with the Resume Upload page, so I'm confused on how this works. With one candidate, I'm not seeing the Resume Upload page for any submission, but for
